If your focus is weightlifting and strength, do cardio after your workout to have more energy for lifting. If your goal is fat loss or improving cardiovascular endurance, you can do cardio before or even after strength training. For light cardio, the timing doesn’t make much difference; for intense cardio (like HIIT), it’s better to do it after weightlifting.
